Any person or company wishing to be certified as a regulated agent will have to first provide the Authority with proof that the company is a certified IATA agent and purchase a copy of the Authority’s Standard Document Part 5 – Certification of Regulated Agents from the Aviation Security and Facilitation Department for a fee of F$25. The company will need to make a down payment of one third the total cost of a full certification audit for a regulated agent before the certification process can begin. During the certification process the Authority provides the company with the regulated agent template and discusses the content of the regulated agent security programme that has to be submitted to the Authority for approval. Other critical regulatory requirements for certification are discussed such as the accountable security manager who will be responsible for monitoring the implementation of the company’s approved security programme, the quality control officer who shall ensure that audits, inspections and tests are conducted of the company’s internal processes, appropriate aviation security training for staff with security functions for cargo and financing of security operations.
